Toward a draft policy paper

Working group note on the structure, scope, and expected circulation of the initiative's first policy paper.

Work on the initiative's first policy paper has moved from outline to drafting. The paper is provisionally titled From Data Protection to Data Stewardship: A New Global Framework for Responsible Data Governance and Sustainable Innovation. It is structured in three parts that follow the same arc as the Charter: the why, the what, and the how.

Structure

Part I sets out the diagnosis: where current data protection regimes diverge from the harms they were drafted to address, and the institutional costs of that divergence. Part II articulates the seven principles in detail, with cross-jurisdictional grounding. Part III is the implementation work: concrete legislative, regulatory, and institutional changes that move from principle to practice.

Length and audience

The paper is being prepared at policy-paper length: roughly 130 to 180 pages, with anchored section permalinks and a downloadable PDF. The primary audience is legislators, regulators, and senior officials with portfolios touching data governance; the secondary audience is academic colleagues working on the underlying frameworks.

Circulation

A draft will be circulated among the working group through 2026, with public release planned to coincide with the EU's Digital Omnibus legislative process.
